Due to the age of the first account you shared and the relatively innocuous nature of their comments in the second we don't feel that a preemptive ban is necessary for the first player. Instead they'll be placed on a 'one strike' system and be removed after any rule violation, even those that would otherwise merit only warnings. The player will be informed of this restriction if they express further interest in the game.

1) While the IC intro is primarily meant to give new players a chance to put themselves out there and dive right into the game, current players are still encouraged to tag in. While we're hoping all of our prompts will allow both new and current players to tag into top levels, at least one will be specifically geared to encourage interaction between newbies and veterans.
2) In regards to the schedule, you're in luck! Tweaking the schedule is something that we already had planned, so you can expect to see an announcement about it later today.
3) Current players are also able to claim the reputation reward that comes with assisting new arrivals. At the moment, we're not planning to regularly add any additional reputation opportunities to the TDMs. The current method is meant to serve as a sort of tutorial for new players, so we're opting to keep it relatively simple and straightforward for the time being. That said, if there's significant interest in additional rep opportunities we're open to reconsidering our stance.

To start, player plots are loosely broken into two stages: setup and results. Some plots are simple enough that we can skip right to the 'results' stage. Others, like the one you've linked, require the players to spend some time in the setup stage first. At the moment, the players involved have been given permission to organize and pursue this plot, but haven't yet delivered the information we need to give our final verdict. As with many player plots, neither success nor failure are guaranteed and the end result is dependent on the skills and decisions of the characters involved. In short, this means that nothing about the current plot is set in stone and any major potential changes to the setting are, at minimum, still several months away.
In the future we're prepared to be approached with some player plots that simply aren't feasible, but anticipate outright rejecting only a few of them. For example, a character attempting to build a space-worthy vessel and launch pad in the city is something with a 0% chance of success, but we'd likely still allow them to us their failed efforts to build CR, generate scene opportunities for other characters, or influence the setting, factions, and NPCs.
That being said, the interplay between Yoshiwara and arrivals from other worlds is something baked into the setting and we've established that there are some anachronistic elements already present in the world. If another character wants to use their knowledge of more advanced technology to improve things like internet speeds, digital cameras, or weaponry, that isn't something we're going to immediately dismiss as a failure.
We do understand you concerns about maintaining the settings and tone of the game, which is why the currently available technology is being kept in mind when we discuss player plots. To use another example, if a character from a modern day setting wanted to make a Playstation 4, they would have to first help with the development of all of the advancements in processing, memory, storage mediums, graphics rendering, power supplies, and all the over innovations that lead up to the PS4's development.

1) When reserves open, submit a reserve for your new character.
2) If you're the first to reserve the new character, your current character will be immediately removed from the taken and housing lists, but your player slot will be held for you through the application round.
