Despite being overworked and underappreciated Katsuki is honest, forthright, and fair. He's sympathetic to the plight of off-world arrivals and won't hesitate to hire anyone that seems sincere in their desire to become an officer. Though still regarded as an outsider by the locals Kazuki's hard work and earnest nature has gained him their begrudging trust.
